Enzo Bianco

President of the National Council of ANCI and Vice president of CIVEX

Enzo Bianco was born in Aidone (Enna) in 1951.
He moved to Catania at a very young age, where he still lives today, graduated in Law with a grade of 110/110 cum laude, discussing a thesis on Administration Science on the suppression of useless public bodies.
Lawyer and International finance expert, he worked in the research department of Crediop, a special Italian credit institution, from 1976 to
1982.
Chief Executive Officer of an engineering company from 1983 to 1988, he
has developed considerable managerial experience.
In 1988 he was elected to the Municipal Council of Catania, subsequently he was appointed (by election in the Municipal Council) mayor of the city
until December 1989.
In 1991 he was elected deputy to the Sicilian Regional Assembly.
In 1992, following national elections, he was elected a member of the Chamber of Deputies.
In 1993 he was again mayor of Catania elected directly by the citizens on
the basis of the new law for the direct election of mayors.
President of Anci (National Association of 8.100 Italian Municipalities) from 1995 to 1999.
Member of the CoR since its establishment in 1994, from 1997 to January 2000 he was Head of the Italian delegation.
In 1997 he was re-elected mayor of Catania in the first round.
In December 1999 he was appointed Minister of the Interior, a position he held until May 2001.
In May 2001 he was elected to the Chamber of Deputies in two different electoral districts and he was appointed President of the Parliamentary
Control Committee on Information and Security Services and for the Secret of State, until April 2006 .
In April 2006 he was a candidate to the Senate of the Republic in two different electoral districts and, elected senator, he was subsequently appointed President of the Senate's Constitutional Affairs Commission.
In April 2008, candidate in the district of Region of Sicily, he was elected to the Senate.
In June 2013 he was again mayor of Catania and then from June 2016 also Mayor of the Metropolitan Area of Catania.
Since 2014 he has been president of the Anci National Assembly and since
2015, again appointed to the Committee of the Regions, he was Head of the Italian delegation and member of the Bureau and vice-president.
Since June 2018 he is a member of the Municipal Council of Catania.
In 2020 he was appointed to the Committee of the regions for the mandate
2020-2025 on the basis of his local electoral office.
At the Committee of the Regions he was rapporteur of the two Opinions on "Reform of the common European asylum system", of the Opinion
"Culture in a more ambitious Union: the role of regions and cities" and of the Opinion on the "Blue economy "in ARLEM.
He has received various honors including the “Bundesverdienstkreuz” of the German Republic, the “Légion d’honneur” of the French Republic,
Grand Officer of the “Ordine al Merito della Repubblica italiana”, National “Braille” Award for his work in favor of the blind.

09.30 am: Open session during which mayors and CEI participants will discuss the topics addressed by the keynote speakers
